Council car parks in Basingstoke are free on bank holidays, except Good Friday. Where the free first hour applies, 2026 tariffs, permits and station costs.
Two rules save Basingstoke drivers the most money, and neither is obvious from a tariff board.
One: every borough council car park is free on bank holidays, except Good Friday. The council states it plainly on its car park charges page: “No charge is payable in any of these borough council-owned car parks on Bank Holidays except for Good Friday, when normal charges apply.” That covers the August bank holiday on Monday 31 August 2026. It does not cover Festival Place or the station, which are not council car parks.
Two: the free first hour exists in four car parks only, and only if you take a paper ticket. Albert Yard, Castons Yard, Feathers Yard and Jacobs Yard give an hour free, but the council warns that you must take a ticket from the machine, because “this option is not available on RingGo”. Park there, pay by app out of habit, and you have paid for an hour you were entitled to free. Central car park and Joices Yard look like the same class of short stay car park and charge £1.40 for that first hour.
Everything below was checked on 15 August 2026 against the council’s published tariffs, the season ticket schedule, South Western Railway and Festival Place.
Short stay: the free hour, and where it does not apply
Albert Yard, Castons Yard, Feathers Yard and Jacobs Yard, Monday to Sunday, 8am to 7pm:

Note the cliff edge in both: four hours costs £4.70 and four hours and one minute costs £14.20. These are short stay car parks and the tariff is designed to make that point.
All six are free overnight, 7pm to 8am, every night.
Long stay
Brinkletts, Castons, Churchill Way, Churchill Way East, Sarum Hill, Southern Road, Parklands Top Deck (weekends only) and Eastlands (weekends and evenings only), Monday to Sunday, 8am to 7pm:

Overnight, 7pm to 8am, is £2.40 per visit, not free. That is the difference between long stay and short stay after dark, and it catches out anyone leaving a car in town overnight after an evening at The Anvil or the Haymarket.
RingGo works in all of these except Parklands, which is pay and display only.
The Malls, and why half of it is missing
The Malls on Alencon Link runs on barriers rather than pay and display, with its own tariff, 8am to 6pm:

Half of The Malls is out of use until the end of October 2026 while it is resurfaced, work that started on 20 July. The Decremental Park Card is worth £1.30 a day to regulars: it buys the all-day rate at £10.00 instead of £11.30. It costs £5 to set up, has to be ordered by phone on 01256 844844, arrives by post within 10 working days, and is topped up at the machines in the lift lobbies. One warning from the council: the card debits a full all-day charge each time you exit, so two trips in one day cost twice.
Basing View, Vyne Meadow and the app-only car parks
Lower Basing View and Basing View East, including Gresley Road, are pay by mobile only. There are no machines. If RingGo is down your only option is the council’s phone line on 01256 844844, weekdays 8.30am to 4.30pm, which is no help on a Saturday. Tariff, 8am to 7pm: £1.40 for an hour, £2.50 for two, £3.50 for three, £4.60 for four, £9.70 over four hours, and £2.40 overnight.
Vyne Meadow, on Vyne Road north of the town centre, is the commuter car park and it is priced as one. Monday to Friday there are just 25 spaces on the daily rate at £11.30; the rest of the 349 spaces are for permit holders. At weekends it opens up and drops to £1.40 for an hour, £2.60 for two and £4.30 over two hours.
Vyne Meadow will not exist for much longer. The council’s Cabinet decided in July 2026 to bring the site forward for housing, and the council’s future of Vyne Meadow car park page confirms it is now inviting housing providers to propose 100% affordable schemes. The justification is that a commissioned parking study found Vyne Meadow has “one of the lowest usage levels of all Basingstoke town centre car parks”. If you commute from Basingstoke and park there, this is the one item on this page worth following.
Permits and season tickets
On-street resident and visitor permits are not a borough council matter at all. They are issued by Hampshire County Council, which is the highway authority, through its parking permit service. Its pages could not be read from here, so check the current prices on that site rather than assuming the borough’s figures apply.

Two things the price tables do not tell you. There is a 12 week waiting list for both, so applying is joining a queue, not buying a permit. And parking in a permit bay before your permit arrives will get you a penalty charge notice, which the council spells out. A replacement permit costs £8.80.
At £1,151 a year the five-day Vyne Meadow season ticket works out at roughly £4.42 for each of the 260 weekdays in a year, against £11.30 on the daily rate, which is why the waiting list exists.
Blue badge parking
In any council-owned pay and display car park a blue badge holder parks free with no time limit, including in ordinary pay and display bays, but not in designated permit holder bays or loading bays. On street, the badge allows up to three hours on single or double yellow lines where you are not causing an obstruction and there is no loading ban.

Two exceptions matter. The Malls needs a free pass card, registered in advance, to get you through the barriers without charge; if you cannot work the card and you are the only driver of the vehicle, the council can register your number plate instead so the barrier lifts automatically. Festival Place is not a council car park and does charge blue badge holders.

Festival Place: the other tariff
Festival Place is privately run and open 24 hours, and its prices are not the council’s. Between 2am and 5pm: £2.20 for an hour, £3.70 for two, £4.20 for three, £4.70 for four, £5.90 for five, £7.00 for six, £9.80 for seven, £11.30 for eight, £12.00 for nine and £17.00 for 24 hours. Evening parking from 5pm to 2am is £2.00, which is the cheapest evening rate in the town centre by some way and beats the council’s £2.40 and £2.50 overnight charges.
There are no barriers to take a ticket from. The centre uses the Hozah ticketless system with number plate recognition: either register once for Autopay, which adds a 10p fee per visit, or type your registration into a kiosk and pay by card or cash as you leave. Station parking
Basingstoke station’s car parks belong to South Western Railway, not the council, and they are priced on a peak and off-peak system rather than by duration.
Bunnian Place and North Yard multi-storey, 1,207 spaces, with 18 EV charging points in North Yard: £11.00 peak, £5.50 off-peak, £5.50 at weekends. Off-peak starts at noon on weekdays, and bank holidays are charged at the weekend rate. Season tickets run £43.80 a week, £153.30 a month, £459.90 a quarter and £1,533.00 a year.
The premium car park, 20 spaces: £14.00 peak, £7.00 off-peak and at weekends, £1,955.00 a year.
