Basingstoke Roadworks: M3 J6 Shut Mon, Half Marathon 4 Oct

This week’s Basingstoke roadworks put the motorway closure at the town’s own junction for the first time in weeks. On the night of Monday 21 September, 21:00 to 06:00, the M3 loses both junction 6 exit slips and the link road from Black Dam Roundabout down to the southbound carriageway. Junction 6 is the town’s main motorway access.

Two other things are worth knowing before you travel:

• Sunday 4 October: sixteen roads close for the Phillips Law Basingstoke Half Marathon and 10K. The A339 Hackwood Road goes for most of the day.
• Bagmore Lane at Herriard has been shut round the clock since 11 September on an emergency order, for a burst pipe. It can run to 2 October.

Everything below was checked on 18 September 2026 against Hampshire County Council’s public notices, where the borough’s temporary traffic orders are published, the National Highways closure report for the nights of 17 to 23 September, and South Western Railway’s September and October works pages. The borough council’s car park and event closure pages were checked the same day. Hampshire County Council is the highways authority here, not the borough. The borough only handles closures for events.

The motorway and trunk roads this week

National Highways’ current report covers the nights of 17 to 23 September. For Basingstoke drivers it says:

• Monday 21 September, 21:00 to 06:00: M3 junction 6. The northbound exit slip, the southbound exit slip and the Black Dam Roundabout to junction 6 southbound link all close, for drainage work. The hard shoulder goes with them. National Highways lists the scheme as “M3 both directions Jct 6” and publishes no diversion route for it.
• Nothing is closed at junction 7 on any night this week.
• The M3 northbound entry slip at junction 9 near Winchester stays shut. It has been closed since 3 August 2026 and is listed as closed until 1 November 2027 for the M3 and A34 improvement scheme.
• The A34 northbound between M3 junction 9 and Three Maids Hill closed on the nights of 17, 18 and 19 September, under the same scheme.

The A303 has nothing listed between the M3 at junction 8 and Andover.

What is closed now

Lancaster Road and the Kingsclere Road service road. Closed since 17 August 2026, 24 hours a day, for Connect It Utility Services to upgrade the electricity network. Hampshire expects the work to need no longer than seven weeks, which points to around 5 October (notice 22551).

• Lancaster Road is shut between the Kingsclere Road service road and Merton Road.
• The service road is shut between Kingfisher Court and Kingsclere Road.
• The signed alternatives are Merton Road and Kingsclere Road.

Bagmore Lane, Herriard: an emergency closure that can run to October. This one was not advertised in advance. Hampshire used its emergency power under section 14 of the Road Traffic Regulation Act to close Bagmore Lane between Little Bagmore Lane and Red Lane without delay from 11 September, for RJS Contractors to repair a broken pipe and the road surface. The notice allows up to 21 days, 24 hours a day, which runs to 2 October. The signed route is Red Lane, Spain Lane, Burkham Lane, Basingstoke Road and Alton Road (notice 23037).

A30 Winchester Road, Kempshott: a 30mph limit until Christmas. Hampshire has imposed a temporary 30mph restriction between the Greenkeepers Avenue junction and a point 300 metres south of Hounsome Drive. It runs 24 hours a day from 17 August 2026 until 25 December 2026. Separately, one lane of the dual carriageway is closed in both directions between Hounsome Drive and Greenkeepers Avenue, 20:00 to 06:00. The contractor is Hope & Clay. The order lasts six months but the county expects the work to need no more than four.

One caution on that overnight lane closure, unchanged since we first reported it. The notice as published gives its window as “between Monday 12th October 2026 until Monday 26th August 2026”, which cannot be read as written. The 30mph dates are unambiguous. The lane-closure dates in notice 22727 are not, so treat the overnight work as possible on any night while the order stands. The signed alternative route is A30 Winchester Road, Winchester Bypass, Spitfire Link, A31, A339, Hackwood Road, Ringway South, Winchester Road.

Mortimer West End: the long one, up to 11 weeks. The Clancy Group is installing extra-high-voltage cable in the far north of the borough, on the Berkshire boundary about nine miles north-east of the town. The order started on 14 September and Hampshire expects the work to need no longer than 11 weeks, in operation 24 hours a day (notice 22928).

• Reading Road, between Silver Lane and Camp Road. The notice gives its own window as 14 to 23 October.
• Ramptons Lane, between Chapel Lane and Reading Road, 19 October to 27 November.

The Reading Road diversion leaves the county: Reading Road, Burghfield Road, the A340 through Aldermaston, Baughurst, Paices Hill and Station Road, the A4 Bath Road, the M4 junction 12 roundabout, then back down Burghfield Road, Reading Road, The Hatch and Hermits Hill. Ramptons Lane is signed via Welshmans Road and Baughurst Road.

Cufaude Lane, Bramley is shut between Amport Road and Vyne Lodge Farm Road, 24 hours a day, for Connect It to work on overhead power lines. It started on 14 September for up to nine days, so it should clear around 23 September (notice 22862).

The one that should have reopened

B3400 Worting Road, eastbound. Closed from 20 July between West Ham Lane and the Worting Road roundabout for I&G Contractors to work on the gas main. The county expected this to need no longer than six weeks. It is now in its ninth week.

We still cannot confirm either way, and we want to be straight about that. The order itself runs to 20 January and is still on the register, which tells us nothing, because every one of these orders is advertised for the full six months whatever the works actually take (notice 22317). It has now dropped off the first page of the county’s Basingstoke and Deane list, which is where the live items sit, but that is a filing change, not a reopening. The live roadworks map at one.network, which the council links to, asks for a sign-in. Hampshire publishes no reopening notices. So check before you set out. The signed diversion while the closure stands is B3400, A340, A339, B3051, B3400.

Sunday 4 October: the half marathon closes sixteen roads

The Phillips Law Basingstoke Half Marathon and 10K runs on Sunday 4 October. Hampshire has sealed the closure order under section 16A of the Road Traffic Regulation Act, which is the event power rather than the roadworks one. The order covers 08:00 to 15:00, for one day or until the event ends, whichever is sooner, and reasonable access is kept to properties on the closed roads (notice 23088).

The closure that will be felt in the town itself is the A339 Hackwood Road. The stretch between the Venture Roundabout and Southern Road goes from 09:45 to 11:00, and the longer stretch between the Venture Roundabout and the B3046 Farleigh Road goes from 09:30 to 15:30, with access kept only from Poynings Crescent and the Holiday Inn northbound.

The rest runs out through Cliddesden, Winslade and the lanes:

If you live in Cliddesden or Winslade, or you use Hackwood Road on a Sunday morning, that is the day to plan around.

Also coming in the next fortnight

• Oakley Lane, Oakley, from Monday 21 September, for up to two nights, 22:00 to 06:00, for a bridge inspection by Xeiad. It is a short stretch about 60 metres north of Ashley Gardens. Signed via Pack Lane, Andover Road and Rectory Road (notice 22982).
• Spiers Lane, Candovers, from Monday 21 September, between Bugmore Hill and Godsfield House, for up to 18 days of building work by AMG Wombell, full time. Signed via the B3046 (notice 22980).
• Glebe Close, Dummer, Wednesday 23 September, one day, 07:00 to 19:00, for electrical work. Access only; there is no through route to divert (notice 22984).
• Hackwood Lane, Huish Lane, Down Farm Lane and Village Road, from Friday 25 September, up to two nights, 19:00 to 05:00, for Openreach. The signed diversion runs through the town, via Hackwood Road, Ringway South and the A339 at Black Dam (notice 22978).
• Salters Heath Road and Ramsdell Road, Monk Sherborne, from Monday 28 September, up to three days, 09:30 to 15:30, for cabling by Sunbelt Rentals. Signed via Monk Sherborne Road, the A340, the A339, Baughurst Road and Pamber Road (notice 23029).
• Cole Henley Road, Whitchurch, Wednesday 30 September, one day, 09:30 to 15:30, for tree cutting on behalf of SSE. The signed route is long: Kingsclere Road, Newbury Road, Larks Barrow Hill, the A34, Harts Lane, Sydmonton Road and the B3051 (notice 23025).
• Crux Easton Lane, Ashmansworth, Wednesday 30 September, one day, 08:00 to 18:00, for overhead power line work. Signed via the A343, B3048 and Binley Bottom (notice 23027).
• Down Farm Lane, Tunworth, Thursday 1 October, one day, 08:00 to 18:00, for Circet to install a pole. Signed via Hackwood Lane (notice 23023).

Trains: two Sundays to plan for

South Western Railway’s works pages name four dates that matter at this station.

• Saturday 19 and Sunday 20 September: the New Malden lines close all weekend. London Waterloo to Basingstoke stopping services start from Woking on both days, hourly on the Sunday. Waterloo to Portsmouth via Eastleigh and Waterloo to Salisbury stopping services start from Basingstoke on the Saturday. Some Waterloo to Exeter St Davids services start from Basingstoke on the Sunday.
• Saturday 26 September: no engineering work is planned, which helps anyone coming in for the free Listen Up music day. Waterloo to Reading services are retimed because of rugby at Twickenham, but the Basingstoke line itself is unaffected.
• Sunday 27 September is the bad one. The line between Reading and Basingstoke closes all day, and Reading to Salisbury services start from Basingstoke. CrossCountry and Great Western services are affected too. At the same time the Eastleigh area closes all day: Waterloo to Weymouth services are diverted between Woking and Southampton Central, calling additionally at Guildford, Havant and Fareham, a route that does not pass through Basingstoke.
• Saturday 3 and Sunday 4 October, half marathon weekend: the Staines area closes. On the Saturday, Waterloo to Basingstoke stopping services and Waterloo to Alton services run combined as far as Woking and divide there, calling additionally at West Byfleet. The Southampton Central area is also shut all weekend, so Waterloo to Weymouth trains terminate at Southampton Central.

Looking further ahead, on Saturday 10 and Sunday 11 October the Salisbury area closes: Waterloo to Salisbury stopping services terminate at Basingstoke, with buses running non-stop from here to Gillingham.

Two parking proposals, objections close on Friday

Hampshire has advertised two traffic order proposals for the town centre. Both are consultations, not decisions, and both take written objections until Friday 25 September 2026. That is a week today.

• Haymarket Yard: two permit-holder-only bays with a 30-minute maximum stay, each 2.4 metres wide and 5.5 metres long, behind 14 to 16 Wote Street. Reference A2182/MEB (notice 22911).
• Flaxfield Road: a rearrangement of the restrictions near the Mortimer Lane junction and at Harrison Place. Four existing restrictions go and four replace them, shifting the resident permit bay and switching the limited-waiting bays from Monday to Saturday to Monday to Friday. Reference A2166/KK (notice 22910).

Objections go in writing to The Castle, Winchester, SO23 8UD, quoting the reference. The draft orders and plans can be inspected at Basingstoke Discovery Centre in Festival Place and at the Civic Offices on London Road.

School parking restrictions: one in force, three now closed to comment

A permanent traffic order around Kempshott Infant School came into force on Saturday 29 August 2026, so it applied from the first week of term. Hampshire made the order on 18 August (notice 22833). It brings in:

• No Waiting at Any Time on parts of Gershwin Road, Ellington Drive and Buckingham Parade.
• No Loading, Monday to Friday, 8am to 9am and 3.15pm to 4.15pm on Old Down Close, on both sides outside number 25.
• No Stopping except Buses, Monday to Friday, 9am to 3.30pm on two stretches of the western side of Homesteads Road.

The three further permanent parking orders advertised on 4 August reached the end of their notice period on Monday 15 September, so the window to object has now closed and they await a decision. They cover Winklebury Way and Shetland Road, where the school entrance markings outside Castle Hill Primary and Marnel Community Junior are being extended; Stephenson Road, where No Waiting Monday to Saturday becomes No Waiting at Any Time; and The Green, Tadley, which gains a No Waiting at Any Time restriction.

The 40mph limits that are now 30

This one has not been signed as roadworks and it is easy to miss. Hampshire revoked the 40mph orders on Roman Way and Roman Road, which restores Restricted Road status and means a 30mph limit between the B3400 Worting Road junction and the A339 Kingsclere Road junction. The order was made on 7 July and came into force on Saturday 18 July 2026 (notice 22325, reference C889/MJB). It replaces orders dating back to 1972 and 2002.

What it means for you

If you use M3 junction 6 late on Monday night, you cannot leave the motorway there in either direction, and you cannot get from Black Dam Roundabout onto the southbound carriageway. National Highways publishes no diversion for it, so the practical answer is junction 7 and the A30, or junction 5 at Hook. Check the closure report before you set off.

If you are running, watching or simply live near the route on Sunday 4 October, Hackwood Road and the Cliddesden lanes are out for most of the day. Access to homes on the closed roads is kept.

If you use Lancaster Road or the Kingsclere Road service road, keep planning on Merton Road. Early October is the realistic reopening.

If you drive the A30 through Kempshott, budget for a slower run every day until Christmas rather than for a few weeks of works. It is a speed limit, not a closure, so the road stays open and there is no diversion to follow during the day.

If you drive Worting Road, do not assume it has reopened and do not assume it has not. It is in its ninth week against a six-week estimate, and nobody publishes the answer.

If you commute to Waterloo, the diary entries are 20 and 27 September and 3 and 4 October. The 27th is the one to plan properly: the Reading line goes, and the Weymouth trains are routed away from the town altogether.

And if you drive Roman Way or Roman Road, the limit is now 30, not 40.

Gone since our last check on 11 September: the M3 junction 9 and A34 weekend closure at Winchester ended on 14 September. Alencon Link finished its overnight work and its notice has dropped off the county’s list. Frog Lane at Pamber, Sydmonton Road at Burghclere, the A339 Kingsclere Bypass tree work, Hackwood Lane at Tunworth, Broad Lane at Newtown and the B3048 Stoke Lane at St Mary Bourne have all reached the end of their expected windows.

Town centre closures already booked for the autumn

The borough council, not the county, handles event closures. Three are already sealed, and the council’s page still carried all three on 18 September:

• 28, 29 and 30 October, 9am to 4pm: Winchester Street, Market Place, Church Street, Cross Street, London Street and Wote Street, for the Love Basingstoke half-term activities.
• Sunday 8 November, 10.30am to midday: Heath End Road, Wellington Crescent, Bishopswood Lane and Brimpton Road, for Baughurst’s Remembrance Sunday.
• Friday 20 November, 8am to midnight: the same six town-centre streets as October, for the Christmas light switch-on.

Access is maintained for residents of those roads in each case. The notices and sealed orders are on the council’s roadworks and road closures page.

Out in the villages

The borough has a long tail of rural closures running at any one time. On top of the ones listed above, orders were on the register this week at Ecchinswell, Silchester, Axford, Mapledurwell and Up Nately, Tunworth Road, Stoke Hill and Stoke Lane at St Mary Bourne, Baptist Hill, Harts Lane at Newtown, Duxford Lane at Nutley, Farleigh Road at Cliddesden, Tadley Common Road, Ball Hill Road at East Woodhay, Odd Lane at Silchester, Ashe Park Lane at Steventon, Wolverton Townsend and Baughurst Road at Baughurst, Goddards Lane at Sherfield on Loddon, Abbey Wells Road at East Woodhay and Berrywood Lane at Wield and Bradley.

If you live in one of the villages, the honest advice is to search the county’s notices for your own road rather than rely on a page like this one, because the rural orders turn over every fortnight. Filter the list to Basingstoke and Deane and read the “duration of order” paragraph, not the start and end dates in the header, which are the notice’s advertising window rather than the works window.

The routes that carry the town

Basingstoke traffic is shaped by one thing: the Ringway, the ring road that surrounds the centre in four named sections. Ringway North and Ringway East are the A339, Ringway South is the A30 and Ringway West is the A340. Almost every cross-town journey uses part of it, which is why a single overnight closure on one section reroutes the whole town rather than one street.

Off the ring, six radial roads do the work:

• M3 junction 6 at Black Dam, the town’s main motorway access, on the south-east corner.
• M3 junction 7 to the south-west, reached along the A30.
• A33 north-east towards Chineham, Sherfield on Loddon and Reading.
• A340 north towards Sherborne St John, Tadley and Aldermaston.
• A339 north-west towards Kingsclere and Newbury, and south-east towards Alton.
• B3400 west through Worting towards Oakley, Overton and Whitchurch.

There is no park and ride in Basingstoke. The council’s own car park list has no such site, so every drive into the centre ends in a town-centre car park.

Parking in the centre

Charges apply 24 hours a day, seven days a week, in all the council’s long-stay town-centre car parks. The short-stay ones are free overnight from 7pm to 8am. Bank holidays are free in council car parks, with the exception of Good Friday.

Short stay (Albert Yard, Castons Yard, Feathers Yard, Jacobs Yard): the first hour is free if you take a ticket from the machine, which you cannot do through RingGo. After that it is £2.50 to two hours, £3.50 to three, £4.70 to four and £14.20 over four. Central car park and Joices Yard charge £1.40 for the first hour and then follow the same scale.

Long stay (Brinkletts, Castons, Churchill Way, Churchill Way East, Sarum Hill, Southern Road): £1.40 for an hour, £2.50 for two, £4.70 for four, £7.30 for six, £9.70 for eight and £11.80 over eight, with a flat £2.40 overnight.

The Malls (Alencon Link) is pay on foot with barriers, 510 public spaces, and it is the one being resurfaced. £1.90 for an hour rising to £11.30 all day, or £10.00 all day on the council’s decremental Park Card. After 6pm it is a flat £2.50, and you can validate your ticket on arrival to avoid the queue after a show at The Anvil or the Haymarket. Blue Badge holders who register in advance park free.

Festival Place has 3,000 spaces and 118 disabled bays, and is not run by the council.

The Malls car park resurfacing

From 20 July until the end of October 2026 the council is resurfacing The Malls car park in two phases, and its find a car park page still carried those dates when we checked on 18 September. The car park stays open throughout, but capacity drops by roughly 50% during each phase. Anvil Arts is telling its audiences to use Festival Place instead. The council has published a colour-coded plan showing which sections close when.

One car park to watch beyond this autumn is Vyne Meadow on Vyne Road, which has 349 spaces at weekends and 25 pay-and-display bays on weekdays. The council agreed in July to look at redeveloping it for affordable housing, which is covered on the planning news page.

Getting out without the car

The station car parks hold 1,207 cars and charge £11.00 for a peak day, so for anyone commuting the arithmetic is worth doing properly. The tariff, the fastest London trains and the annual costs are on the trains to London page.
